Opening Plenary | Meeting the Moment
Ending as it began, 2020 presents unique, wide-ranging challenges. In the first weeks of 2020, before the pandemic, the Milken Institute and The Harris Poll surveyed nearly 30,000 people in 27 countries to identify their most urgent social and economic priorities. Months later, the Institute and Harris replicated global fieldwork, obtaining a unique, data-based view of how priorities have changed amid a pandemic. In the opening session of this Global Conference, John Gerzema, CEO, The Harris Poll, will unveil insightful results from "The Listening Project."
To set the stage for the next eight days of discovery, debate, and discussion, Milken Institute Chairman Michael Milken will explore how global leaders, institutions, and citizens are addressing urgent issues, and how we can collectively meet this moment together, and find opportunity in disruption.
What Is the Prognosis for COVID-19 Treatments and Vaccines?
Individuals across the US have adapted to a largely isolated lifestyle due to COVID-19, and many do not expect to return to normalcy until a COVID-19 vaccine is developed. Even with a vaccine, challenges and questions, such as vaccine access and public trust, will remain top of mind. While efforts in vaccine development surge forward, research on treatments for the symptoms of COVID-19 holds promise for preventing disease and extending life for patients with COVID-19. Experts at the forefront of research and development will discuss current standings and projections for COVID-19 vaccines and therapies, and will address some of the most pressing questions around the future of R&D for COVID-19.

Building Mental Health Resilience Amidst Uncertainty
In June, the CDC reported that 40 percent of adults in the US have struggled with mental health or substance use associated with the COVID-19 pandemic. Navigating Policies for Reviving the Post-COVID Macroeconomy
Extraordinary monetary and fiscal policies have been enacted to reverse the COVID-19 virus-induced global economic slowdown. Nevertheless, as government support programs expire before the economy is able to normalize, many sectors of the economy continue to stagnate and previously successful businesses are failing.
This session discusses the many daunting challenges facing policy makers, corporate executives and asset managers. Complications arise as market prices and credit flows respond to unusually interventionist central bank and fiscal policies, and structural shifts to global supply chains caused by lasting changes to the workplace and geopolitical tensions with China.

Breaking the Cycle of Mass Incarceration
The COVID-19 crisis has lifted a magnifying glass to one of the greatest challenges facing the United States—criminal justice reform. And no aspect of the problem is more urgent than reducing US incarceration rates, the highest in the world. Highly vulnerable due to confinement in crowded conditions, with scarce testing kits and limited personal protective equipment, prisoners are succumbing to the virus at unprecedented rates. Reforms of the cash bail system and accelerated release of non-violent offenders are key to reducing incarceration rates. Under the current cash bail system, people awaiting trial who can't raise bail remain behind bars. For many, the result is lost jobs, lost homes, broken families. Equally critical is the adoption of safe systems to release non-violent offenders and reintegrate them into the workforce and society as a whole. The panel will explore innovative, safe, short-term solutions, while advocating for comprehensive reform in the long-term.

Restricted access to capital has been a longstanding factor limiting the ability of many minority-owned businesses to increase scale and drive economic development for their communities and the nation at large. The COVID-19 crisis, which has been disproportionately devastating for African Americans, has hit Black-owned businesses especially hard. Minority Depository Institutions (MDIs) and Community Development Financial Institutions (CDFIs) are federally designated financial institutions with well-evidenced track records of targeting underserved populations, albeit at small scale. This session will explore how MDIs and CDFIs can democratize access to capital and the role that government and private lenders should play in realizing that objective.

As debt ratios have continued to rise, credit managers have adapted quickly with opportunistic and dislocation funds. Despite this, however, overall short-term fund performance is forecast to fall. Should investors expect a quick recovery, or is the worst yet to come as defaults accelerate? And what do uncertainty and reduced deal activity mean across ratings and maturities? With the "end of the credit cycle" being declared for months, if not years, how likely are we to see major downturns given the unprecedented monetary and fiscal stimulus? And is what many describe as the coming "default wave" inevitable?
National Security: Risk and Responsibility
Since the end of the Cold War, the concept and pursuit of America's national security have undergone numerous revisions. The threat of state-led nuclear proliferation remains; yet this danger is now paralleled, even surpassed, by cyber warfare's direct challenge to the nation's commerce, infrastructure, and electoral system. Demystifying the Diverse and Emerging Manager Space
Historically, economic growth and job creation have led to prosperity in the US, though not all segments of society have prospered equally. Access to capital is the chief limiting factor for 11 million minority- and women-owned businesses. Personal relationships and networks are key to securing investment opportunities; scaling up diverse financial institutions is critical to funding for diverse entrepreneurs. Private equity and venture capital can transform vulnerable enterprises, create new entities, and generate wealth. Yet while minority- and women-owned private equity firms constitute 34 percent and 29 percent, respectively, of top quartile performers, such firms manage only 1.3 percent of the industry's $69 trillion in assets. Social Isolation: Confronting the Silent Pandemic
In the midst of a global pandemic, another hidden public health crisis has emerged: Loneliness, the subjective feeling that results from social isolation. The condition affects people of all ages and is a significant health risk, particularly for older adults and those with chronic conditions. A recent study from the National Academies of Sciences, Engineering, and Medicine found that social isolation has been associated with an increased risk of developing dementia and premature mortality. Loneliness is rising among the younger people as well, with Gen Z (those born between 1997 and the early 2000's), being most affected, according to a major study from 2018. During this panel, we'll hear from leading experts on how COVID-19 is exacerbating the loneliness epidemic and the healing power of human connection.
M&A: Dealing with Uncertainty
At the onset of the COVID-19 crisis, global M&A deals unraveled, dropping 41 percent in the US year-on-year and 22 percent globally. As the crisis has continued, there are some signs that M&A activity is coming back, but will it be a real a rebound, or will activity remain subdued until a vaccine makes a full economic recovery possible? In the meantime, will previously prohibitive deals become viable as entire industries and business models are forced to adapt?
